ASSIGNMENT TITLE : REQUEST FOR EXPRESSION OF INTEREST
FOR CONSULTANCY SERVICES FOR PREPARATION AND REVIEW OF DETAILED DESIGNS, ENVIRONMENTAL SOCIAL IMPACT ASSESSMENT (ESIA), RESETTLEMENT ACTION PLAN (RAP), SUPERVISION OF WORKS AND TECHNICAL SUPPORT FOR IMMEDIATE AND MEDIUM TERM WORKS CONTRACTS. FOR TAVEVO WATER AND SEWERAGE COMPANY LIMITED

The Government of the Republic of Kenya has received financing from the World Bank toward Water and
Sanitation Development Project (WSDP), and it intends to apply part of the proceeds for consulting services. The project has the following components:
Component 1: Rehabilitation and expansion of urban water supply and sanitation in the coastal region.
Component 2: Expansion of water supply and sanitation services in marginalized areas north-eastern counties of Kenya.
Component 3: National Performance-Based Financing (NPBF) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)
Component 4: Project Management
TAVEVO WATER AND SEWERAGE COMPANY LIMITED (TAVEVO) is one of the implementing agencies for the activities that will be undertaken under Component 1 of the Project.
The consulting services (“the Services”) include:
1. To prepare:
• detailed designs, bidding documents, including drawings, and bills of quantities with detailed cost
estimates,
• carry out safeguards’ studies (including Environmental Social Impact Assessment (ESIA) and/ or Environmental Social Management Plan (ESMP) and Resettlement Action Plans (RAPs) of proposed water supply and sanitation projects following the World Bank guidelines and national regulations.
2. To review detailed designs, bidding documents, including drawings, and bills of quantities with detailed
cost estimates for immediate works.
3. Conduct contract administration in liaison with the Project Coordinating Unit (PCU) and construction supervision of water supply and sanitation works contracts financed by the WSDP;
4. Supervise the implementation of social and environmental safeguards following the project documents, the World Bank Safeguard Policy and Kenya regulations
The consultancy services will be carried out over a period of forty (40) calendar months. i.e. four (4) months for design familiarization and review, twenty-four (24) months construction phase and twelve (12) months for Defects Liability Period (DLP).
TAVEVO WATER AND SEWERAGE COMPANY LIMITED (TAVEVO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(a) Relevance and suitability of the core business area of the applicant firm with the subject assignment; (b) At least ten (10) years relevant experience in the field of Water supply system Design, EIA, RAP and
Construction works supervision consultancy and project management consultancy services;
(c) At least three (3) similar assignments and preferably two (2) of them in Sub-Saharan Africa (SSA). ( Details of the assignment-Name and address of the client, scope, value period and relevant completion certificates and/or letters of recommendation from clients to be provided)
(d) The applicant firm’s overall institutional, managerial and technical competence and capability in terms of number and appropriate mix of its technical experts, financial strength, institutional quality management system and goodwill in the industry are also considered during shortlisting firms for the assignment;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011, revised July 2014 (‘Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance
their qualifications.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
